Dmytro Kuleba served as Ukraine’s Minister of Foreign Affairs from March 2020 to September 2024, guiding Ukraine’s foreign service through its most challenging times during Russian large-scale invasion. He played a pivotal role in building alliances, securing arms, imposing sanctions, and advancing Ukraine’s bids for EU and NATO membership, while also expanding ties with Africa, Asia, and Latin America.

As the nation’s top diplomat, Mr. Kuleba was a skilled and articulate communicator. Under his leadership, Ukraine’s Foreign Ministry excelled in wartime communications and became the first in the world to introduce an AI-driven spokesperson.

He is the author of the bestseller The War for Reality: How to Win in the World of Fakes, Truths, and Communities (2018). In 2024, leading public figures, foreign policy experts, writers, historians, and other notable contributors agreed to contribute essays to Dmytro’s book War and New Horizons. 

In 2003, Dmytro Kuleba graduated with honors from the Institute of International Relations at Taras Shevchenko National University in Kyiv, where he studied international law. In 2006, he earned a Ph.D. in International Law. Before becoming Foreign Minister, his career as a diplomat included roles such as Ambassador-at-Large for Strategic Communications, Permanent Representative of Ukraine to the Council of Europe, and Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.
