He graduated from the Taras Shevchenko Luhansk State Pedagogical University with majors in history, the East Ukrainian Volodymyr Dahl National University with a master’s degree in management, and the Luhansk State University of Internal Affairs of the Ministry of Internal Affairs of Ukraine receiving a law degree.

In 1994-1997, he was Mayor of Luhansk.

In 2005-2006, he was appointed Head of the Luhansk Regional State Administration, Deputy Director of the Institute for European Integration and Development.

In 2006-2007, he was a Member of Parliament of the 5th convocation, a member of the Verkhovna Rada of Ukraine Committee on State Building, Regional Policy and Local Self-Government.

In 2012-2019, he headed the Ukrainian Fund for Entrepreneurship Support.

On July 23, 2019, by the Decree of the President of Ukraine №551/2019, he was appointed Deputy Secretary of the National Security and Defense Council of Ukraine.

On October 3, 2019, by the Decree of the President of Ukraine №733/2019, he was appointed Secretary of the National Security and Defense Council of Ukraine.
