Viktor Halasiuk

President of the Ukrainian Association for the Club of Rome

Viktor Halasiuk is a Ukrainian economist, president of the Ukrainian Association for the Club of Rome, board member at the Kyiv International Economic Forum (KIEF), associate fellow at the World Academy of Art & Science (WAAS), Ph.D. 

In 2022, Dr. Halasiuk led the Ukraine Global Faculty, an international education initiative for Ukraine, supported by the Ministry of Education and Science of Ukraine.

From 2014 to 2019, he served as a Member of the Parliament of Ukraine, Chairman of the Parliamentary Committee on Industrial Policy and Entrepreneurship, Co-Chair of the U.S. Caucus at the Parliament of Ukraine, and Deputy Chairman of the Ukrainian Part of the EU-Ukraine Parliamentary Association Committee.

Dr. Halasiuk is an ardent advocate of industrial and innovation development. He was ranked as the most efficient Committee Chairperson and the top MP by lawmaking productivity at the Verkhovna Rada of the 8th convocation. He drafted and passed over 30 bills, primarily focusing on improving the investment climate in Ukraine, supporting SMEs, promoting industrial development, and fostering export growth. 

Viktor Halasiuk has extensive experience in the private sector, working from 1998 to 2014 in various roles, from mid-management positions in consulting businesses to senior roles in investment businesses and chairing the Ukrainian Association for Innovation Development (UAID). 

Dr. Halasiuk holds a Bachelor’s degree in Accounting & Audit (2002), a Master’s degree in Corporate Economics (2003), a Ph.D. in Economics (2006) from Dnipro Polytechnic University, and a D.Sc. in Economics (2020) from the National Academy of Management. In 2020, Dr. Halasiuk participated in the Responsible Leadership program at the Aspen Institute Kyiv. Since 2019, he has been studying at Harvard Business School. 

Dr. Halasiuk is a Professor at the National Technical University of Ukraine Igor Sikorsky Kyiv Polytechnic Institute Institute for Applied System Analysis. He has developed and teaches the Economic Engineering course, particularly at the Kyiv Mohyla Business School (Kmbs), Kyiv School of Public Administration (KSPA), and the Taras Shevchenko National University of Kyiv. He has studied and trained in the U.S., EU, UK, and Japan.

His principal fields of interest include economic policy, development and education.
